VV number and municipal licence: what you need to do before 31 July 2027
Owners of flats that received a VV (vivienda vacacional, holiday let) registration number before 13 December 2025 must submit documents to their town hall (ayuntamiento). Here is who is affected and how to prepare.
It is important to understand that a municipal activity licence was already compulsory before. The difference is that the law has now set a clear deadline, and town halls have started checking.
Does this affect you?
Yes, if both of the following are true for your flat:
- the VV number was obtained before 13 December 2025;
- no activity documents (comunicación previa, prior notification) have been submitted to the town hall for this flat, or you do not know whether the property manager or the previous owner submitted them.
What happens if you do not apply
- Continuing to let the property to tourists without the right to do so carries a fine of €15,000 to €150,000.
- By law, lets of up to 31 days are considered holiday lets unless proven otherwise.
- Town halls have already started inspections: for example, Arona has approved a plan to inspect all 6,886 VVs registered before 13 December 2025.
What you need to do
1. Check the status of the flat
Whether there is a first occupation licence or a cédula de habitabilidad (certificate of habitability), and whether the flat matches the approved project: no added room, enclosed terrace or converted garage.
2. Prepare the documents
Confirmation of the property's planning status, a technical report (memoria) with plans and photos and, if required, a document from the community of owners (comunidad). The number of guests and bedrooms must match the VV registration.
3. Apply early
The sooner the better, and not only because of the deadline. If something is missing, you will need time to make corrections. In addition, where quotas and restrictions apply, the town hall may suspend the issuing of licences, in which case the order in which applications were submitted will most likely be decisive. This has not been finally settled yet, so it is better to play it safe and apply early.
The situation in the main municipalities of southern Tenerife
We help with applications in any municipality. Below is what is currently happening in the main ones.
Documents can already be submitted, but applications are not yet being reviewed.
In the first half of November the town hall plans to approve the procedure for obtaining a licence specifically for VVs. Whether there will be a separate procedure, as in Granadilla, is not yet known.
The town hall has already approved its VV inspection plan.

If you own the flat and the VV is registered in your name, the law provides for the option of continuing to let it to tourists under the previous rules. This option comes with conditions and consequences that are worth assessing in advance.
